Capacity Building for the Public Sector Reform (PSR) Team in the Government Performance Directorate
This purpose of this contract is to continue and finalize the DFID funded Public Sector Reform (PSR) work that was performed by PWC(UK) with Al Jidara as their partner, after DFID ended its engagement in Jordan.

The technical assistance addresses capacity building efforts within the Governorate Performance Directorate (GPD) team (at the Prime Ministry) to ensure the GPD team has the needed skills and expertise to define the proper Key Performance Indicators (KPI) based on the National Agenda as well as the actual running of GPD operations and building the internal work processes with the GPD team.

The technical assistance (TA) is to also provide international expertise in setting up the performance improvements system at GPD and ensure that it is consistent with the overall performance improvement system of the Public Sector Reform Programme. It is to support the institutionalisation and roll-out of the ‘performance improvement set-up’ across various line ministries and departments (including specialised M&E units to work with the GPD).  TA is to also be provided to support capacity building efforts within GoJ institutions to be able to monitor Key Performance Indicators based on the National Agenda.

Part of this project will continue the technical support for the Prime Ministry Directorates and the Council of Ministers’ secretariat.  This work comprises of the CoM Secretariat restructuring; implementation of the new structure and functions developed for the Prime Ministry’s General Secretariat; and restructuring of the Prime Minister’s Office (PMO).
